Someone has deferred a decision onto you
"Everything is priority one" is not a statement about the work. It's an unmade decision, usually made by someone who didn't want to say out loud what they were willing to let slip.
You cannot fix that by working harder. You fix it by making the decision visible.
Rank by consequence, not by volume or noise
For each item, write the actual consequence of it slipping by a week — named, specific, and attached to a person or a cost.
Then sort by irreversibility. A missed regulatory date can't be undone. A slipped internal review usually can. Loud requests frequently sit near the bottom once the consequence is written down.
Take the order back to them
Send the ranked list with consequences attached and one line: this is the order I'm working in — tell me if it's wrong.
People find it far easier to correct an order than to produce one. You will usually get a decision within a day, and you now have it in writing.
If nobody will decide
Then decide yourself, write down what you decided and why, and communicate what will slip before it slips.
Being wrong in a documented, communicated way is recoverable. Being silently overwhelmed is not.
